While states and cities are in the forefront of brownfield development, the federal government has a large number of programs scattered through many agencies that deal with brownfield issues. As expected, the EPA´has taken the lead, but others, such as Housing and Urban Development, the Department of Defense and the Economic Development Administration also play important roles. Other agencies, such as the National Park Service, Department of Energy and the General Services Administration are beginning to build their brownfield programs. A property located on a bank of the East River and in a densely developed residential and commercial area, had its work cut out for it from an environmental remediation standpoint. The mission was to clean up the land and ultimately make one puzzle piece to a larger urban revitalization project that would be redeveloped as a public library and park ranger station.
