As it has with respect to other contaminated sites,
the EPA has undertaken a number of useful initiatives aimed at promoting
the cleanup and productive redevelopment of RCRA corrective action
facilities. The agency has been aided in this effort by its wise decision
not to establish binding substantive regulations governing RCRA corrective
action cleanups, but to emphasize instead site-specific, flexible, and
holistic approaches to remediating such sites.

A property located on a bank of the East River and in a densely developed residential and commercial area, had its work cut out for it from an environmental remediation standpoint. The mission was to clean up the land and ultimately make one puzzle piece to a larger urban revitalization project that would be redeveloped as a public library and park ranger station.
