 Four years ago, the problem of New Jersey’s contaminated sites backlog came to a head with the “Kiddie Kollege” disaster: A day care facility was found to have been built on unremediated property that had once housed a thermometer factory. As young children were tested for possible exposure to mercury and all its attendant risks, the state Dept. of Environmental Protection was forced to acknowledge that its site remediation program was “broken,” says Irene Kropp, assistant commissioner for site remediation with the New Jersey DEP.
“In some ways, [a licensed professional] program is no different—you have an environmental regulator, a responsible party for the work, and a consultant who actually does the work,” says Janine Commerford, LSP, assistant commissioner for the Bureau of Waste Site Cleanup with the Massachusetts Dept. of Environmental Protection.

A property located on a bank of the East River and in a densely developed residential and commercial area, had its work cut out for it from an environmental remediation standpoint.
