Repair and Cleaning
Locomotive and railcar repair and cleaning is the dirtiest part of railroading
and is the area under RCRA regulation. Cleaning cars results in contaminated
wastewater that is treated on site and RCRA materials are removed and
treated.The materials include a range of solvents, waste oil, and oil sludge.
Repair facilities produce the same wastes as well as lead and acids from
battery maintenance. Painting operations at the facilities produce volatile
organic compounds, degreasing and paint removal solvents, and waste metal.
These are currently regulated through with RCRA regulations, although because
many of these facilities have been in use for decades there are frequently
large areas of contaminant-affected soils in and around repair facilities.
Also, such shops sometimes were moved to different areas in a yard.

A property located on a bank of the East River and in a densely developed residential and commercial area, had its work cut out for it from an environmental remediation standpoint. The mission was to clean up the land and ultimately make one puzzle piece to a larger urban revitalization project that would be redeveloped as a public library and park ranger station.
