Located along the Ohio River, Rivers Casino serves as an essential node in the
westward development of the city’s North Shore. This growth was recommended in the City’s 1998 Downtown Plan to redevelop underutilized areas directly across the
Allegheny River from downtown Pittsburgh. These efforts gained momentum when the City restored the street grid between two new sports stadiums – PNC Park and Heinz Field.
The site’s redevelopment as an entertainment complex also highlights the late twentieth-century shift in parts of the city, particularly waterfront areas, from industrial brownfields to cultural and
recreational destinations. The creation of large entertainment complexes like
the Rivers Casino are helping to recast the downtown waterfront as Pittsburgh’s true front door.

A property located on a bank of the East River and in a densely developed residential and commercial area, had its work cut out for it from an environmental remediation standpoint. The mission was to clean up the land and ultimately make one puzzle piece to a larger urban revitalization project that would be redeveloped as a public library and park ranger station.
