EPA Program Reauthorization

5-year extension of existing program
Introduced on February 12th by Reps. Eddie Bernice Johnson (D-TX) and James
Oberstar (D-MN)
Hearing held by Water Resources and Environment Subcommittee of the House of
Transportation and Infrastructure on February 14th
Was also referred to the House Energy and Commerce Committee, which has yet to
act
Key points: Larger cleanup grants and multi-purpose grants, which would allow more
flexibility in meeting the full range of brownfield requirements
Improvements to simplify and enhance program operations (e.g. greater use of
institutional controls and better capacity to leverage RLF’s)
Strategies to better reflect the practical realities of the brownfield reuse
process
